I have complete air on a paired board with no draw, and seat_1's preflop call plus flop check does not look weak enough to bluff profitably. Checking keeps the pot small and avoids putting more chips in with almost no equity.

I have an open-ended straight draw and can win the pot immediately with a bet after the flop checked through. A modest bet also builds the pot if I hit while avoiding committing too much against a 9 or a strong draw.

I have 8-high with no pair and no draw on a paired, two-heart board, so calling 350 is not justified.
